The Dyer Anti-Lynching Bill was introduced by Congressman Leonidas Dyer in April 1918. This was the congressional effort to pass federal legislation in regards to the prosecution of lynchings which are held illegally.
“The phrase ‘mob or riotous assemblage,’ when used in this act, shall mean an assemblage composed of three or more acting in concert for the purpose of depriving any person of his life without the authority of law as a punishment for or to prevent the commission of some actual or supposed public offense.”
The National Association for the Advancement of Colored People had spread posters to increase awareness of the bill. Because of the support from the NAACP, the bill had passed the House, but not the senate. It eventually died when the democrats purposefully filibustered it.
The bill had including three acts, the first is to punish the officers in charge who do not protect the person from the mob. Second to punish the mob themselves, or those involved in the act of the lynching, and third, to fine the area in which the lynching occurred $10,000 for the family, to compensate for their loss.
The Anti-Lynching Crusaders were big supporters of this bill, they even had a special prayer for their hopes of the bill.
